UNICEF Winter Cash Assistance for Families with Children (2026–2027)
One-time payment of UAH 19,400 per household to help prepare for winter: heating, fuel, utilities, warm clothing. For families in communities 0–20 km from the front line in eight regions.

UNICEF supports the Government of Ukraine's winter cash assistance programme. The Government of Ukraine makes payments through the Ministry of Social Policy and the Pension Fund.
Two conditions must be met at the same time:
- Residence in a community within 0–20 km from the front line in one of eight regions: Chernihiv, Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Mykolaiv, Sumy, Zaporizhzhia. The government publishes the final list of eligible communities after passing the relevant resolution.
- Meeting at least one of 11 vulnerability criteria. These include: families with children with disabilities, children in alternative care arrangements, single-parent and large families, internally displaced families receiving state support, and households with housing subsidies or benefits.
How to apply. Even if you meet both criteria, you must submit an application through a branch of the Pension Fund of Ukraine, an administrative service centre, or local authorities.
As of 2026, winter assistance is no longer provided in kind (solid fuel, etc.).
