UNICEF supports the government's winter cash assistance programme. Payments are made by the Government of Ukraine through the Ministry of Social Policy and the Pension Fund.
Two conditions must be met at the same time:
- Residence in a community within 0–20 km from the front line in one of eight regions: Chernihiv, Dnipropetrovsk, Donetsk, Kharkiv, Kherson, Mykolaiv, Sumy, Zaporizhzhia. The government will publish the final list of eligible communities after adopting the relevant resolution.
- Meeting at least one of 11 vulnerability criteria. These include: families with children with disabilities, children in alternative care arrangements, single-parent and large families, internally displaced families receiving state support, and households with housing subsidies or benefits.
How to apply. Even if you meet both criteria, you must submit an application through a Pension Fund of Ukraine office, an administrative service centre, or local authorities.
From 2026 onwards, winter assistance is no longer provided in-kind (such as solid fuel).
